According to Bill O'Brien, he plans to use every player that is available and healthy to see action on Saturday afternoon.
All the main starters including JJ Watt, Clowney, Benardrick McKinney, and Tyrann Mathieu will all see action for the first time this preseason. DeShaun Watson is most likely to play the whole first half with his regular starting wide receivers DeAndre Hopkins and will Fuller to be on the field together for the first time.

Everybody is eager to get on the field and knock the cobwebs off. O'Brien plans to use this third preseason game as a trial run for the season opener against the New England Patriots. The main reason for starters to get action is to get the team accustomed to a regular season week schedule. Routines will get changed and the roster will get evaluated for the players that will eventually make the roster.
